Lost Admin

Fresh install of Zuluru 1.7.5.
Login as admin. Can't do anything until the profile is updated.
Fill in all required fields. (those with *)
Fill in all required fields without * (phone numbers)
Hit save and admin stays logged in, but admin privileges are gone.
Have done this a few times.
Looking at the database prior to Administrator profile update, groups_people had an entry 1,1,7.
After Administrator profile update, groups_people is empty. Manually adding 1,1,7 into groups_people does not restore Administrator privileges.
Any subsequent saves to the Administrator profile removes the 1,1,7 entry from groups_people.
What am I doing wrong?
