I am on my way..
Step 2 creating the database
I am getting "Fatal error: Cannot redeclare class DATABASE_CONFIG in /var/www/html/cake/zuluru/config/database.php on line 74"
I see that it creating database.php file and has the appropriate input but I don't see the database being created when look at the database. I know this user has full permission.

Did I not reply to this? I was sure that I had. Maybe in an email? If not, apologies for the delay. My best guess here is that there was a database.php file created by an earlier (failed) installation, and that's causing a conflict during the new installation. If that's the problem, removing config/database.php (but not config/database.php.default!) and re-re-running the installer should do the trick.
